Since 1956, the CPC had further affirmed its clue of thinking to strive for a peaceful liberation of Taiwan. Chairman Mao Zedong had also suggested that “we are ready for a third co-operation since the two parties of Kuomintang and the CPC have co-operated for twice.” After that, Mao Zedong and Zhou Enlai did more to expound the detailed guidelines and policies for a peaceful liberation of Taiwan, whose points were: 1. Unlimited visits to relatives and friends across the Straits would be permited; 2. The past would be forgiven and the new merits would be awarded; 3. The two parties of Kuomintang and the CPC would co-operate for a patriotic cause like family members; and 4. The liberation would be peaceful and no side would ruin the other. In July 1965, Li Zongren, once an acting president of the Republic of China, returned to the motherland. In an interview with him, Mao Zedong pointed out that everyone who fled to overseas would be welcomed so long as he or she was ready to come back.
