On September 30, 1981, Ye Jianying, Director of the Standing Committee of the National People’s Congress, delivered a speech, further explaining the guideline and policy of a peaceful reunification, that was, the “Nine-Point Proposal for Peaceful Reunification.” He called for the “post services, trades, navigation, visits to relatives, sightseeing tours, and the exchanges in the fields of academy, culture and sports” across the Straits. And he also promised that after the reunification, Taiwan could enjoy high autonomy and keep its military forces and so forth as a special administrative zone.
