On July 9, 1999, just before Director Wang Daohan was to visit Taiwan, Li Denghui interviewed with some foreign TV station, flagrantly defining the cross-Straits relationships as “relationships between one state and another, or at least one special state and another state.” Li’s remarks had seriously destroyed the foundation for the cross-Straits talks and negations, and Director Wang’s supposed visit to Taiwan had to be suspended.
