NPC Standing Committee's work report reviewed

On the second day of the bimonthly session of the Standing Committee of the National People’s Congress, legislators have held group discussions on its work report. This report will be unveiled at the Fifth Session of the Eleventh NPC.

This close-door discussion is seen as the final preparation for this year’s annual work report of the NPC Standing Committee.

Questions and suggestions have been raised by members of NPC Standing Committee, regarding drafted laws reviewed by the top legislature in 2011.

Xu Xianming, Member of NPC Standing Committee, said, "Over the last year, The Standing Committee of the National People’s Congress has reviewed 24 draft laws or amendments and passed 14 of them. "

According to the Chinese Constitution, NPC deputies and members of the NPC Standing Committee can submit motions and proposals that are within the respective functions and powers of the NPC and its Standing Committee.

A motion will be legally biding once it’s adopted.

In 2011, the top legislature reviewed a drafted amendment to the Personal Income Law, Military Service Law and other drafted laws and amendments that are closely related to people’s lives.

It has also reviewed government reports on education reform, the tourism industry and rural land contracts.

According to a report released by the top legislature at the end of last year, more than 8000 suggestions made by Chinese legislators at the annual NPC session in 2011 have received feedback.

The suggestions have been given to 177 government departments and public institutions, which has solved or is planning to deal with over 77 percent of suggestions.
