After US President Richard Nixon's visit to China in February 1972 and years of dialogues and negotiations, the Carter administration in December 1978 accepted the three principles proposed by the Chinese Government for the establishment of diplomatic relations between the two countries, namely, the United States should sever "diplomatic relations" with the Taiwan authorities, it should abrogate its "mutual defense treaty" with the same; and it should withdraw its military forces from Taiwan. On January 1, 1979 China and the United States formally established diplomatic relations.
The communique on the establishment of diplomatic relations says: "The United States of America recognizes the Government of the People's Republic of China as the sole legal government of China. Within this context, the people of the United States will maintain cultural, commercial and other unofficial relations with the people of Taiwan ...The Government of the United States of America acknowledges the Chinese position that there is but one China and that Taiwan is part of China." Normalization of Sino-US relations was thus achieved.
The Taiwan question was once a major road block to the normalization of relations between China and the United States. In accordance with the essence of the Shanghai Communique and thanks to the joint efforts of the two sides, the governments of China and the United States reached consensus on this issue and published their joint communique on the establishment of diplomatic relations, allowing the normalization of Sino-US relations, a common wish of peoples of the two countries, to come true. As for the settlement of the Taiwan question and the way to achieve the reunification of China, it is purely an internal affair of China's. That is why the establishment of formal diplomatic relations between China and the United States has created favorable conditions and possibilities for the settlement of the Taiwan question.
