Why did Jiang Zemin make this speech?

  On January 30, 1995 Mr. Jiang Zemin made a speech entitled "Continue to Promote the Reunification of China." He made the speech at a time when a change had occurred in relations between the two sides of the Taiwan Straits.

Since 1979 the Chinese government has persistently advocated the reunification of China with a "one country, two systems" formula and through peaceful means. This has promoted a rapid development in cross-Straits relations, as shown in more mutual visits of people, frequent exchanges in the fields of science and technology, academic affairs and sports, and increasingly closer economic relations. Big increases have registered in both investment in the mainland by Taiwan businessmen and indirect trade between the two sides. A situation has arisen where the two sides promote and complement each other. Discussions on specific issues have made substantial progress. The "Wang Daohan-Koo Chenfu Talks" marked a historic step forward in cross-Straits relations.

However, recent years have seen a growing tendency inside Taiwan of separating the island province from China. The Taiwan authorities have refused to participate in reunification talks. They advocate "two split sides with separate administrations," tried to create "two Chinas" or "one China, one Taiwan" and set obstacles to a favorable development of cross-Straits relations. The situation in Taiwan is complicated and changeable. Forces there in favor of "Taiwan independence'' are growing and engage in rampant activities. Some foreign forces have further meddled in the Taiwan is sue, interfering in China's internal affairs. This is detrimental not only to a peaceful reunification of China but also to peace, stability and development in the Asia-Pacific region.

Jiang Zemin made this important speech in order to consolidate improvements that have been made in crossstrait relations, check the development of forces that advocate "Taiwan independence" and the division of China, prevent foreign forces from meddling in the Taiwan issue, and accelerate the process of China's reunification. In his speech, Jiang put forth eight propositions on developing cross-Straits relations at the present stage and ways to reunify the motherland. The speech has won acclaim from the majority of Chinese at home and abroad.
