Why did Jiang Zemin say "There is no need to use any international occassion" for leaders of the two sides to meet?

  Jiang said in his speech: "Leaders of the Taiwan authorities are welcome to pay visits in appropriate capacities. We are also ready to accept invitations to visit Taiwan." However, the Taiwan authorities say leaders of the two sides should meet "on an international occasion." The real purpose of such a demand is to break through the principle of one China and create "two Chinas" or "one China, one Taiwan" on an international occasion. As a meeting of leaders of both sides is purely a Chinese affair, Jiang said : "Chinese affairs should be handled by Chinese themselves, something that does not take an international occasion to accomplish."
