The central government will exercise utmost efforts to protect its precious farmland for the benefits of farmers, a senior official said in Beijing Monday.
Chen Xiwen, deputy director of the office of Central Financial Work Leading Group, told a press conference China would strictly control the acquisitions of farmland and protect the interests of farmers.
To fulfill those two major objectives, China has to implement stringent rules and regulations on the acquisition and use of farmland, especially on those used for profit-making purposes, Chen added.
The latest official statistics show that about 173,000 and 187,000 hectares of farmland will be occupied for various constructionprojects every year if China increases its urbanization rate by 15to 16 percentage points by the year 2020.
Those who take over farmer's land have the responsibility to take care of the employment and social welfare issues of those farmers, stressed Chen.
Sensing the urgency of raising farmers' income, the Central Committee of the Communist Party of China and the State Council issued a document on policies for boosting the growth in the income of farmers last Sunday.
According to the document, China will accelerate its reform process of the acquisition system of national soil and adopt higher compensation standards for the farmers if the acquisition is for commercial purpose.
Some policies for the reform of the land acquisition system will be promulgated within this year, he said, adding that the country's legislature has begun the amendment of the country's land administration law. |
